Success at Commissionaires Ottawa with Quadrant HR

About the Commissionaires
Commissionaires Canada is Canada’s largest security services provider. Their 17,000 employees, predominately former military personnel and RCMP, serve local and national clients located coast to coast. Commissionaires Canada is a private, self-supporting, not-for-profit organization.

The Ottawa Division has 2,800 employees and is the third largest private-sector employer in the Ottawa area. They are the largest, most experienced and best-trained security services provider in the National Capital Region and in Northern Ontario.

QHR recently interviewed Howard Weingarden, the Commissionaires Project Manager responsible for the implementation of Quadrant HR.

The Commissionaires Business Challenge
Before implementing Quadrant HR, the Commissionaires – Ottawa Division had some system and process challenges that they needed to deal with so they could better accommodate the significant growth they are experiencing.

“We needed to find a software solution that would enable control of our overhead costs and keep pace with our growth by using technology whenever possible to accelerate, improve and monitor our data collection, business processes and associated workflow in a shared, homogenous environment.”

Implementing a new Human Resources and Staff Scheduling system was their first priority. Their old HR system was developed in-house and lacked the functionality that The Commissionaires needed to meet their business challenges.

“Our old system was dated, both functionally and technologically.”

In addition, they wanted an application that would support their current payroll system until they choose to migrate to a new solution.

“We needed a system that had the flexibility to interface with the existing Payroll system and had the capability to replace it when the time comes.”

Finding an integrated system that had the capability to manage a multi-province, multi-union environment was critical.

“Our pre-Quadrant environment did not support a homogenous view of critical operating information. It also ran on very old technology. It was very difficult to bring this disparate information together in a meaningful and accurate way.”

Manual timesheet entry was also problematic.

“We used to manually create our timesheets and then re-enter them into the Payroll system – an error-prone and labour-intensive approach on both sides of the equation.”

The QHR Solution

Quadrant HR Staff Scheduling has successfully been implemented at corporate headquarters and they are underway with implementing at remote sites. Since implementing, they have already realized significant benefits.

Before implementing the Staff Scheduling module, the Commissionaires staff manually entered and reconciled timesheets. Once implementation is complete company-wide, those resources will be reallocated to other priorities including quality assurance.

“Quadrant HR is helping us to implement our new mantra: The schedule is the timesheet. Not only will we eliminate manual timesheet data entry, we will soon have a much improved view of how we are using our workforce.”

Accurate scheduling facilitates accurate payroll and client billing, which translates to improved cash flow and happier customers.

“We bill our clients based on the time our employees spend at a client site. Now, we have confidence knowing our schedules are correct, and we don’t miss revenue opportunities. We also have confidence that our clients are billed correctly which means we have more satisfied customers.”

Integration facilitates better planning:

“Getting good information to support business planning was a real challenge. QHR’s homogenous database has provided us with information that helps us align our activities with our business goals.”

After The Commissionaires is ‘live’ with the Human Resources module, they will focus on process improvement.

“We have started to shift our focus to business process re-engineering and how to best automate our workflow.”

As the transition continues, there are other priorities on the horizon:

  • Continue to roll out the Staff Scheduling module to remote sites
  • Transition to Quadrant HR Payroll for the Ottawa and Quebec operations, and
  • Continue to automate business processes within the HR module and Checklists and Notifications.

Brockville General Hospital Expands Quadrant HR Licenses

Brockville General HospitalQHR Software Inc. is pleased to announce our client, Brockville General Hospital, located in Ontario, has expanded their Quadrant HR licenses to accommodate the employees from St. Vincent de Paul’s Hospital.

Ray Morrison, Manager of Finance at Brockville says “On October 1, 2006, Brockville General Hospital and St. Vincent de Paul’s Hospital merged into one expanded Brockville General Hospital. The logistics of adding approximately 100 new staff to our Payroll and Human Resources records was accommodated extremely well by our Quadrant HR system and license expansion arrangement. QHR’s import feature allowed us to pull the majority of the demographic and banked data into our system from Excel reports downloaded from our predecessor’s system. Time that would have been spent keying information in the past was better utilized editing the information and adjusting the system to accommodate new union and position specific conditions of employment.”

Brockville has been a QHR client since October 2003. They use Quadrant HR for Payroll, Human Resources and QHRnet’s self service modules to administer their workforce of 600. Implementation of the Staff Scheduling module is underway. This partnership will enable St. Vincent de Paul to benefit from Brockville’s infrastructure and support services.

Hotel Dieu Hospital Signs On with QHR Software

Hotel Dieu Kingston QHR Software Inc. is pleased to announce our newest customer, Hotel Dieu Hospital (Hotel Dieu), located in Kingston, Ontario. Hotel Dieu has selected QHR’s software solution called Quadrant HR™ to streamline Human Resources, Payroll, and Staff Scheduling to better manage the growing complexity of their workforce of 900.

Quadrant HR will replace Hotel Dieu’s existing in-house Payroll and HR systems and manual paper-based Staff Scheduling processes. With this integrated HRMS, Hotel Dieu expects to positively impact operational expenses, while improving the speed of workflows and reducing paper costs. Quadrant HR is also expected to decrease payroll and staff scheduling errors while providing the capability to better manage absenteeism.

Churchill Regional Health Authority Signs on with QHR Software

QHR Software is pleased to announce our newest customer, Churchill Regional Health Authority, located in Churchill, Manitoba. Churchill has selected QHR’s Quadrant HR solution.

Churchill is located at the cross-cultural crossroads on the shores of Hudson Bay in the Polar Bear Capital of the World, also new home of Wapusk National Park. The Churchill RHA provides programs and services to the residents of Churchill and the communities of the Keewatin Region of the Territory of Nunavut.

Churchill chose Quadrant HR to help them achieve the following goals:

12 of 14 Ontario CCAC Sites Now ‘Live’ with Quadrant HR Payroll

QHRnetQHR Software Inc. is pleased to announce the Community Care Access Centres (CCAC) in Ontario have reached a significant milestone. Of the 14 CCAC locations, 12 are now processing employee pay using Quadrant HR Payroll. The remaining two sites are scheduled for completion in 2007.

In October 2004, the CCACs contracted QHR Software Inc. to implement Quadrant’s HR’s integrated Human Resources, Staff Scheduling and Payroll solution throughout the organization of 5,500+ employees.

The flexible nature of the Quadrant HR application has supported the regionalization of 42 CCAC sites which have been amalgamated and reduced to 14. These newly amalgamated 14 CCAC sites service the citizens of Ontario and fall within the Local Health Integration Networks (LHINS).

The CCACs are the local point of access to community-based health care services in Ontario. CCACs are funded by the Ministry of Health and Long-Term Care and were created to coordinate a variety of health services to maintain an individual’s health, independence and quality of life.

St. Joseph’s Villa ‘Live’ with Quadrant HR Staff Scheduling

QHR Software Inc. is pleased to announce St. Joseph’s Villa, located in Sudbury, Ontario is now ‘live’ with Quadrant HR’s Staff Scheduling module. This will enable St. Joseph’s to streamline their scheduling process for their 200+ employees.

St. Joseph’s has been ‘live’ with the Quadrant HR Payroll module since September 2006. The addition of Quadrant HR Staff Scheduling will eliminate the redundancies and frustrations associated with a third-party scheduling tool. More important, the addition of Staff Scheduling will complement the Quadrant HR Payroll module they use today.

St. Joseph’s estimates they will realize the following benefits by replacing their previous Staff Scheduling system with Quadrant HR’s:

  • reduce the support and maintenance of two servers to one with full integration between Quadrant HR Staff Scheduling and Payroll.
  • elimate timecard imports/exports
  • create schedules on the fly, using master rotations or any combination of both – eliminating time and effort for workarounds.

These two fully integrated modules will help streamline Payroll and Staff Scheduling to better manage the growing complexity of their workforce.

Orillia Soldiers’ Memorial Hospital ‘Live’ with Quadrant HR Payroll and Staff Scheduling

QHR Software Inc. is pleased to announce Orillia Soldiers’ Memorial Hospital in Orillia, Ontario is now ‘live’ with Quadrant HR’s Payroll and Staff Scheduling modules. These new modules will enable Orillia to streamline their Payroll and Staff Scheduling processes for 900 employees.

Orillia had an aggressive implementation timeline for this project but successfully achieved a ‘go live’ date for both Payroll and Staff Scheduling modules within three months from project start.

With 176 beds, Soldiers’ Memorial has one of the highest volumes of admissions in Canada for hospitals under 200 beds. Outpatient and emergency care visits exceed 75,000 per year with about 45,000 of those being emergency care visits. They provide a comprehensive range of surgical services and have over 25 outpatient clinics, ranging from our Genetic Services to our Disability Assessment Centre.
